If anyone else had uttered that quote, I wouldn't have given it a second thought.
For those of you too young to remember it, the E3 trailer for Metal Gear Solid 2 was a watershed moment. We couldn't believe what we were seeing. Maybe that trailer isn't impressive 13 years later, but at the 32-bit time, it seemed like the culmination of all the promises of video gaming since Pong first captured our imagination. We simply lost our shit, and popped into raucous applause.
But when MGS2 shipped, we got a bait and switch! Instead of grizzly badass Solid Snake, we unexpectedly got the newbie, timid, and androgynous Raiden.
It was a bold move by Kojima to subvert expectations, and a massive eff you to "fans who don't understand my work and have hijacked the intended narrative". I think it was a genuinely brilliant decision on his part (it impactfully meant something thematically), but it left a legion of gamers in a huff of anger.
Vargas? Any reaction? ;)

Kojima Trailers Reaction
Yeah, just one: Fuck you, Kojima.
I'm one of those gamers in a huff, having difficulty getting in on the joke, therefore making myself the perpetual target of the joke. Kojima may not have actually promised us Snake, but that trailer sure as hell make it seem like he was promising us Snake... so I was left feeling like I paid for something I didn't want.
