I do believe Chang should be awarded treachery points for the following reasons:

-He basically Pearl Harbored Russia. If you're not going to make your declaration of war public I don't see the point of even making one.

-He may not have violated the specific letter of the agreement but he most certainly pissed all over the spirit of it. Turn-of-the-century Europe would surely decry such a base act of treachery.

European powers declared wars as their armies were on the march. Don't give them TOO much credit.

The point of making one relates entirely to the (legalistic, yes) honor system of the Treachery Index. It affects Alliances in particular. You may have reason, like Joel, for not doing so.

And it is public enough. I made a point of including it in the turn orders. The alternative would be to set an arbitrary deadline in advance of the next turn. One day? 12 hours? 5 minutes? You want your options open up to the turn deadline - we don't want it to turn into a silly eBay sniping type issue.

I just fail to see its effective purpose when all I'm doing is letting Switzerland know my intentions as I'm giving him my orders which already state my intentions quite clearly. It doesn' t make any sense for me to do it, as far as role-playing goes, if I can do it in private. It would be far more interesting if I had to declare my intentions of war publicly before or in concert with the delivery of orders to Switzerland. That way, the players who actually give a shit about their treachery index (like myself) would have to deal with the very real moral dilemma of tactical surprise versus public honor.

I most definitely agree with the "in concert" aspect of your post. Chang and I have discussed the matter, and he agreed that any potential future Declarations of War would be accompanied by the proper pageantry.

Spring 1902 orders are due tomorrow (Saturday) by 9pm. Sorry if bumping up the deadline by a few hours is a hassle for anyone, but the board is in my bedroom (to prevent my son from smashing cute armies of boats and cannon). I need to update it and snap the picture before my wife goes to bed.
