Procedure

The victor of the second great conflict was Kang (France)

Procedure

The players are as follows (a contact list will be emailed to each participant shortly):

Joel - England
Kang - France
Kodi - Italy
Vargas - Austria
Bill - Turkey
Steve - Russia
Mike - Germany

The current state of the game can always be found in the blog section here. The manual can be downloaded here. If you need a clear picture of the map, click here.

The first set of orders will be due on Wednesday, Feb. 18th, by 9pm. Thereafter, all turn orders will be due on Saturdays and Wednesdays by 9pm. In the event that retreat/disband/build orders are necessary, those are due within 24 hours of the governing turn (Sundays and Thursdays by 9pm).

If your orders are not in on time, your nation will be considered to be in civil disorder and will be adjudicated as such. Repeated instances of civil disorder may result in the player being replaced.

Orders must be clear and unambiguous. Last game, I gave a large amount of latitude, but I will be stricter this time around. For example, I saw a lot of these:

Army Munich to Bohemia
Army Silesia support Bohemia

That actually means that the second army is defending Bohemia from your attack. It should properly read:

Army Munich to Bohemia
Army Silesia support Army Munich to Bohemia

I'm not concerned about spelling errors or abbreviations; I just require that orders be clear.

I've also worked out the Treachery Index. The purpose of this Index is to determine the runner-up.

Any act of aggression toward another nation's units or territories is an Act of War, unless permission is explicitly granted by the defender in the Role Playing Thread.

Treachery Points are earned by:
1) Failing to Declare War one full turn in advance in the Role Playing Thread
2) Breaking a treaty
3) If another player can somehow clearly document your betrayal
4) If it's obvious to me that a betrayal has occurred

The levels of commitment a treaty can confer are:

1) Non-Aggression
2) Mutual Defense
3) Alliance

These treaties can be open ended, or with specific stipulations that can dissolve the treaty. Post them in the Role Playing Thread to make them official, along with any change in relationships, such as a Cessation of Hostilities. Breaking a Non-Aggression pact will earn you one (1) Treachery Point, two (2) Treachery Points for breaking a Mutual Defense treaty, and so forth.

So, wait, if we declare war and then attack someone we -don't- get treachery points, which makes sense. But, the most treachery points means that you get second place. So, my incentive for declaring war on someone the turn before and letting them know I'm attacking them is...?

Maybe there should be an honor index as well ;p

Damn fine point. If there's a Diplomacy III, I'll have to give this more thought.

Or you could just have two runner ups, the one with the most treachery points and the one with the least treachery points.
